“Development” is defined any activity that alters the original condition of the land. It includes everything from logging, forest fires and farming, to building houses, schools, play grounds, walking trails, roads, shopping centres, and sports facilities.
Developments alter the natural water balance by:
- Increasing surface runoff
- Decreasing infiltration
- Decreasing evaporation
